Improvements to background error covariances and moisture representation in the Navy

Objectives:
- We propose to investigate and report on the approaches that the other NWP centers use and then in conjunction with scientists at NRL-Monterey; code, test and compare a newer technique for calculating the static component compared to the current approach in NAVDAS-AR for different synoptic flows and sets of observations.
- The second component that would be addressed in this proposal is to investigate and implement an alternative moisture analysis variable into the NAVDAS-AR system.
- The third task in this proposal is to develop and test, with scientists at NRL-Monterey, code to use the analysis error covariances estimates output from the NAVDAS-AR system to scale the perturbations that are used to initialize the ensemble runs which generate the statistics for the ensemble component of the background error covariance matrix, given the changes that have been performed in the previous two tasks.
