The individual in this position is a full-stack software developer that supports the data visualization and analysis operations of the Western Regional Air Partnership (WRAP) and its member states. He/She will work primarily with the Microsoft development stack (SQL Server, Visual Studio, .Net Framework) on the server side and with current web technologies (HTML5, CSS3, JavaScript) on the client side to develop a website and suite of interactive online tools for displaying and analyzing air quality data in charts, graphs, reports, and maps.
 
Background:
The National Park Service (NPS) is collocated at the Cooperative Institute for Research in the Atmosphere (CIRA) at Colorado State University (CSU) and collaborates with other federal and state organizations to monitor air quality data in national parks and wilderness areas.  The Western Regional Air Partnership (WRAP) is a voluntary partnership of states, tribes, federal land managers, local air agencies, and the US EPA whose purpose is to understand current and evolving regional air quality issues in the West. One of the most important of these issues is the effect of regional haze (visibility-impairing air pollution) on the scenic vistas of federally-protected ecosystems in the West, such as National Parks and Wilderness Areas, which are designated as “Class I areas” by the EPA’s Regional Haze Rule (RHR). The RHR requires each state, in coordination with the Environmental Protection Agency, the National Park Service, U.S. Fish and Wildlife Service, the U.S. Forest Service, and other interested parties, to develop and implement air quality implementation plans to reduce the pollution that causes visibility impairment in such protected areas. To help support members in general and states in particular in their efforts to assure the reasonable progress goals as identified in the standards set by the RHR, the WRAP develops, maintains, and shares databases, supports technical analyses, and provides access to air quality datasets and results from various sources to produce consistent, comparable, and complete results for use by WRAP members.
 
The principal outlet for these datasets and results is the Technical Support System (TSS), which was developed by the WRAP to support the first round of State RHR implementation plans completed over the past 10 years. Comprehensive periodic revisions to the initial RHR plans from each state are currently due in 2021, 2028, and every 10 years thereafter. Each round of revisions requires updated air quality data and atmospheric modeling results, and a parallel goal of the WRAP during each round of updates is to incrementally improve the TSS data analysis and exploration tools according to improvements in web technologies and advances in the understanding of Western air quality issues. The individual in this positon will be a full-stack Microsoft .Net developer who will assist with and help lead the update and ongoing development of the TSS databases, website, online tools, and associated software systems.
 
Essential Job Duties: 
System Design & Architecture – 10%
·         Coordinate and plan TSS development activities with the project manager and lead developer;
·         Propose technical solutions for meeting system requirements based on feasibility, cost, and maintainability;
·         Work with the lead developer to improve and extend existing software architecture and design;
·         Research new techniques and technologies for improving existing software and developing new tools.
Website & Software Development – 40%
·         Develop a new TSS website using Microsoft .Net framework development technologies on the server side and current web technologies on the client side;
·         Use and extend a core software framework using current technologies and sound development practices;
·         Develop backend software routines to import, process, and manage incoming air quality data;
·         Develop web pages and data visualization tools for the TSS website;
·         Test, debug, refine, and maintain the TSS website, software components, and supporting tools.
Database Development & Administration – 40%
·         Understand, utilize, and help manage existing TSS SQL Server databases;
·         Leverage and extend the existing TSS SQL Server databases for use with the new website and data;
·         Import, validate, and manage the data and metadata for the TSS database.
 
Collaboration & Reporting – 10%
·         Serve as the day-to-day technical contact for the WRAP Technical Support System;
·         Collaborate with technical and project teams to determine system requirements;
·         Prepare and present periodic reports to the TSS steering committee;
·         Prepare and present periodic reports/presentations to the WRAP Committees and Work Groups.
 
Required Qualifications:
·         Bachelor’s Degree;  
·         Three years of experience working with Computer Information Systems or otherwise working in the Computer Science field;
·         Demonstrated experience developing real-world software applications as an integral member of a multi-faceted development team;
·         Demonstrated proficiency with current software development technologies and practices.
 
Preferred Qualifications:
·         Five or more years of experience working with Computer Information Systems or otherwise working in the Computer Science field;
·         Proficiency with leading web development technologies such as HTML5, CSS3, JavaScript, jQuery;
·         Experience managing and designing relational database management systems such as SQL Server;
·         Experience using Microsoft and Microsoft .Net development technologies such as Visual Studio and .Net framework;
·         Experience or interest in working with geographical information systems such as GIS and preferably, ESRI;
·         Experience with scientific datasets such as air quality, water quality, meteorological, or satellite data;
·         Excellent verbal and written communications skills.
 
Annual Salary: Up to $77,000 commensurate with experience and qualifications.  Benefits include moving allowance.
