            The National Weather Service issued a   Flash Flood Watch   for Larimer county at 5:00 p.m. MDT, and rain began again between 5:30 and 6:00 p.m.   A series of echoes traveled across western portions of the city from SSW to NNE.   At 7:36 p.m. the NWS issued an   Urban & Small Stream Advisory   which specifically mentioned Fort Collins.   Only about 2.5" of rain fell during this period, but with the already saturated soil, flooding problems began early.   Within two hours there were flooded basements & people trapped in floating cars in west Fort Collins.   Many streets had a foot or more of water by 8:30 p.m.   Figure shows the 0.5 deg. tilt PPI scans from the Cheyenne, Wyoming WSR88-D radar.   The small white circle shows the intersection of Drake and Taft Hill Road.
